Randall was born in Arab, Alabama and grew up in Baileyton where he graduated from Baileyton Jr. High School and then Fairview High School. He graduated college at Wallace State in Hanceville and attended Samford University.
Randall is currently employed since 2003 as the director of Cullman County Commission on Aging where he oversees the senior services agency and 15 senior centers. He is also publisher of Cullman County Retiree & Senior News, a senior newspaper with 18,000 copies printed monthly and Cullman County Retiree & Senior Guide, a magazine printed annually.
Randall became the youngest county government CEO in the nation in 1977 elected Chairman of the Cullman County Commission at age 23 and he is the only Cullman County Chairman re-elected in more than 50 years.
Randall served four terms as mayor of his hometown of Fairview from 1996 until he chose not to run again in 2012.
County Commissioners statewide elected Randall president of their association in 1984 (Association of County Commissions ofAlabama).
Randall served as president of the North Alabama Mayors Association and president of the Cullman County Mayors Association.
Randall has served on numerous boards and community committees including the Wallace State College Advisory Board and the Cullman Area Chamber of Commerce board of directors and currently serves on the state Masters Games of Alabama board.
Randall and his wife Debbie are members of and attend church at Welcome Baptist Church.
