Info | Hand graduated from Auburn University in 1969 with a B.S. in Civil Engineering and holds an Honorary Doctorate from Lincoln Memorial University in Harrogate, Tennessee. He is licensed in eight states as a P.E. and/or P.L.S., and prior to accepting a position with Volkert, he was president of a consulting engineering/land surveying firm that he founded. He is active in a number of engineering and surveying professional organizations.
Hand served as Highway Director for the State of Alabama from1991-1993, Alabama’s Secretary of State from 1989 to 1991, and was elected to two terms in the Alabama Senate. By gubernatorial appointment, Hand served on the Historic Blakely Authority, the Governor’s Vocational/Technical Education Planning Committee, and the Weeks Bay National Estuarine Reserve Advisory. As a Senator, Hand served on numerous legislative committees and was recognized by his fellow senators as the Most Outstanding Legislator in 1988.
