| Info | Gary Quinn, a long-time elected leader in Lacey Township, was sworn to his first three-year term on the Ocean County Board of Chosen Freeholders during the Board’s Jan. 3, 2019 organization meeting.
Freeholder Quinn will serve as Director of the Department of Human Services, Planning, Recycling and Solid Waste Management and Transportation/Ocean Ride.
Bringing to the Board years of experience and leadership qualities in both professional and elected offices, Freeholder Quinn will oversee a host of county departments and agencies that help serve as a lifeline for many Ocean County citizens.
As Director of Human Services and liaison to the Board of Social Services, Freeholder Quinn works closely with those agencies and affiliated partners in making certain programs and services are in place to help the most vulnerable and needy citizens in Ocean County.
The Ocean County Department of Human Services is responsible for overseeing about $21 million in publicly funded services delivered to individuals in the community every day. The Department is made up of different units with each focused on specialized areas of need, service delivery and program development. Those areas include Mental Health Board, Workforce Development Board, Children’s behavioral health treatment and support and support for individuals living with disabilities.
Social Services serves as a lifeline for thousands of Ocean County residents who are having a difficult time keeping food on their table or a roof over their heads. The mission of the Ocean County Board of Social Services is to serve County residents in the administration of approximately 60 programs including General Assistance, SNAP and Family Care.
Providing safe, efficient and reliable transportation services open to Ocean County residents and in particular, our senior citizens and persons with disabilities is the goal of the Ocean Ride system. The system has grown over the years and now consists of over 70 modernized, (wheelchair accessible) vehicles and over 60 professional drivers in addition to support staff in providing over 300,000 passenger trips annually.
Freeholder Quinn also serves as liaison to the Ocean County Planning Department, which plays an integral role in county government charged with a number of regional responsibilities including the Community Development Block Grant program.
Freeholder Quinn also serves as liaison to Ocean County Department of Solid Waste Management, tasked with overseeing the County’s award-winning recycling program and a host of other environmentally beneficial programs.
As liaison to Solid Waste Management, Freeholder Quinn champions a clean environment by implementing and supporting such programs as backyard composting, battery recycling, paint management and increased recycling material collection. Since Ocean County began operating its materials processing facility in Lakewood in 1991, the County has processed more than 1,324,140 tons of materials resulting in municipalities saving $95,549,942 by avoiding the tipping fee at the landfill. Ocean County’s Recycling Program was cited by the Solid Waste Association of North America as being the best in North America.
Freeholder Quinn served as a Lacey Township Committeeman for 15 years. During his tenure, he served five years as Mayor and five years as Deputy Mayor. He was a member of the Lacey Township Planning Board for 12 years and served on the Lacey Township Board of Education for five years.
Freeholder Quinn currently serves as a member of the New Jersey Pinelands Commission. He is a former member of the Ocean County Workforce Development Committee and is a member of the Lacey Township Economic Development Commission.
Freeholder Quinn received his Bachelor of Arts in Environmental Studies from Ramapo College. He is a business owner with 40 years of experience in real estate development and sales.
Freeholder Quinn is a 25-year member of the Rotary Club of Forked River and a recipient of the club’s Paul Harris Fellowship Award. He is also a member of Lacey Township Chamber of Commerce, the Lacey Township Municipal Alliance and the Lacey Township High School Adult Education Advisory Committee.
Freeholder Quinn and his wife, Linda have two adult children Matt and Aimee and two grandchildren Lucas and Cameron.
