Clark of Pennsylvania; assistant attorney general, Pennsylvania, 1958; elected to the Eighty-sixth Congress (January 3, 1959-January 3, 1961); unsuccessful candidate for reelection in 1960 to the Eighty-seventh Congress; appointed Assistant Secretary of Health, Education, and Welfare for Federal and State matters on February 24, 1961, serving until January 1966; appointed Commissioner, Federal Water Pollution Control Administration, January 1966-January 1968; vice president, United States Plywood-Champion Papers, Inc., 1968-1986; is a resident of Bethesda, Md.
