Mr. Rock led the creation of the Canadian Institutes of Health Research, secured a doubling of federal funding for health research, and strengthened Health Canada's early intervention program for children.

Before becoming Minister of Health, Mr. Rock served as Canada's Minister of Justice where he introduced strengthened gun control, Canada's first DNA legislation for criminal investigation, tough measures against organized crime and fairer and more effective child support laws.

Allan Rock received his B.A. and LL.B. from the University of Ottawa.
