Ohio Department of Insurance Director Ann Womer Benjamin formerly served four terms representing the 75th District (Portage County-Part) in the Ohio House of Representatives. Director Womer Benjamin also brings 24 years of experience as a practicing attorney. For the past 18 years she has been with Arter & Hadden, a national law firm formerly headquartered in Cleveland, where she practiced in the areas of estate planning, probate and probate litigation. Before she joined Arter & Hadden, she was the first female lawyer and partner at Black, McCuskey, Souers & Arbaugh in Canton, Ohio.
Director Womer Benjamin received her B.A. in 1975 in Political Science and German from Vanderbilt University magna cum laude and was elected to Phi Beta Kappa, and she received her J.D. degree from Case Western Reserve University School of Law in 1978. In addition to her law practice, she has been active in the Cleveland Bar Association, for which she has been chairman of the Estate Planning, Probate and Trust Law Section, is a fellow of the American College of Trust and Estate Counsel, and has served as an Adjunct Professor of Law at Case Western Reserve University School of Law and Cleveland-Marshall College of Law at Cleveland State.

She is also active in college and law school alumni affairs and various community organizations, including the Aurora Community Theatre and The Church in Aurora, where she is chairman of the Elders and has served as chairman of the Endowment Committee and of the Finance Committee. She was inducted into the Shaker Heights High School Hall of Fame in 1997 in recognition of her accomplishments and was awarded the honor of being a Distinguished Citizen for Art Education in 1997 by the Northeast Region of Ohio. In 2001 the Aurora Chamber of Commerce made her Citizen of the Year, Coleman Professional Services gave her the Distinguished Service Award and the Ohio Nurses Association named her Legislator of the Year.
In the Ohio House, Director Womer Benjamin had 20 of her bills become law, and chaired for more than four years the House Criminal Justice Committee. Among legislation passed under her pen is a bill which toughens Ohio's rape law, a bill which protects the State Victims of Crime Fund from the claims of felons, a Uniform Commercial Code law, and a law allowing a judge to suspend the driver's license of someone charged with vehicular homicide in order to make Ohio roads safer. Several of her other pieces of legislation enacted needed changes in trust and probate law in Ohio.
As Director of the Department, she maintains her commitment to make Ohio's insurance industry accessible and accountable to consumers, to sustain the vitality of the insurance industry in Ohio, and to bringing all viewpoints to the table in the process. As recognized by many of her colleagues, the Director's ability to build consensus during contentious situations makes her an extremely effective administrator, representative, lawyer and mother.
Director Womer Benjamin resides in Aurora with her husband, who is also a lawyer, and her two daughters. She enjoys music, theater, poetry, antiques, and her two Welsh Corgis.
