Councilman Hal Heiner was elected to the first Louisville/Jefferson County Metro Council in November 2002. He represents the suburban cities of Anchorage, Blue Ridge Manor, Douglass Hills, Middletown, and Woodland Hills as well as the neighborhoods of Ashmoore Woods, Beckley Woods, Berrytown, Copperfield, Eastwood, Forest Springs, Foxgate, Griffytown, Lake Forest, Locust Creek, Polo Fields and Willow Wood.

Heiner is a longtime Louisville resident and has been an active participant in helping to shape local civic policy.

Throughout most of his career, he has been involved in numerous government-related advisory and leadership roles. Heiner is a member of the Metropolitan Sewer District, Development Advisory Group. On the Executive Committee of Greater Louisville, Inc., he served as Vice-Chair responsible for community planning. As a member of a select committee at Cornerstone 2020, he helped draft the final versions of the Goals and Objectives for Jefferson County. Additionally, Heiner served as chairman of a revenue advisory group for the countywide Coordinated Capital Investment Strategy Technical Committee. He has also served the Pond Creek Task Force as chairman of the Drainage System Improvement Subcommittee and commissioner of the Anchorage Historic Preservation Commission.

Heiner graduated from Atherton High School and earned bachelor of science degree and a master’s degree in engineering, with high honors, from the University of Louisville.

He began a career in civil engineering, eventually becoming an owner of Sabak, Wilson, Heiner & Lingo, Inc., which completed both private and public works projects in five states. After 12 years in engineering, he entered the real estate field with responsibility for future planning of projects in Indiana, Virginia, Florida and Kentucky. Eventually, he became responsible for commercial real estate operations for NTS, a multi-state company. In 1997 he founded Capstone Realty , a real estate investment firm, with offices in Middletown.

Heiner currently serves on the Christian Academy of Louisville Board of Directors. He is also a member of the Middletown Chamber of Commerce and Greater Louisville, Inc. and past president of the Louisville Chapter of the American Society of Civil Engineers.
