Info | Mary K. Ryan, better known as “Kay,” was born in New York City and raised in the Boston, Massachusetts area. She is the daughter of Irish immigrants who lived many years in public housing. Her father was a diesel machinist working with the Boston Naval Shipyard and her mother was a retail sales clerk.
After graduating from Catholic high school in South Boston, she attended Emmanuel College on a full scholarship, graduating second in her class. She then entered the Foreign Service and served in Sri Lanka and Argentina.
Kay left the Foreign Service in order to attend graduate school to obtain her Master’s degree in Business Administration, working as a secretary during the day while attending classes at night.
She applied to Harvard Law School, was accepted and worked half time at a management consulting firm while attending law school. She financed her law school education with scholarships and loans. (On her loan application she explained that the financial contribution from her family would be snow tires!)
She had planned on becoming a tax attorney. Instead she was called to public service in part because of her Irish Catholic heritage that places great value on public service. She was in Law School when President Kennedy was assassinated. This solidified her commitment to serve and to accept President Kennedy’s challenge: “Ask not what your country can do for you. Ask what you can do for your country.
Kay has devoted her entire legal career to being a consumer and small business advocate in various Federal and state agencies. She established a record of taking on diverse and controversial issues and achieving consensus. She gained the respect of community and business leaders and public officials for her work in support of fair and reasonable regulations.
Kay retired to Delaware in 2001 after serving seven years as Deputy Chief Counsel for Advocacy with the U. S. Small Business Administration in Washington, D. C. Since retiring she has become very active in Sussex County’s Democratic Party and has served six years as President of the Southeastern Sussex County Democratic Club. She now wants to apply her experience to work in a bi-partisan way on issues affecting the citizens of Sussex County and to give something back to the community where she lives.
