Aquino received his bachelor's degree in Criminal Justice from the University of Guam in Mangilao and a master's degree in Public Administration, also from the same university.

His academic awards and civilian accomplishments include the George Catlett Marshall Award (Virginia Military Institute); Distinguished Military Graduate-ranked Number 1 of 17 officers commissioned from University of Guam in the Reserve Officers’ Training Course order of merit list; Who’s Who Among College Students; inducted into the Chi Omicron Gamma for Scholastic Achievement and Academic Excellence (4.00 GPA), graduate school; Best Thesis Award for the College of Business and Public Administration, University of Guam, among others.
He is a member of the National Member of the Disabled American Veterans, National Chapter; Chi Omicron Gamma; Bell Tower Fundraising committee, Santa Remedios Church, Tanapag; volunteer, CNMI Diabetes Coalition, Saipan; Volunteer for respite children, Little Darlings Day Care, Susupe; member, International Judo Federation; and member, Guam National Olympics committee.
Aquino was born on Jan. 6, 1968, and is the son of proud parents Daniel Evangelista Aquino familian "Galabok" and Maria Iwa****a Perez familian "Balako," the grandson of proud grandparents Mariano and Maria Evangelista Aquino (dec.) and Jose Attao and Manuela Dela Cruz Blas (dec.). He is husband to Rosa Borja Camacho Aquino, the daughter of Joaquin Rios and Gabriela Borja Camacho (dec.), and father to proud children Queanna, Kristen and Queayla.
