| Info | Frank DiCicco is currently serving his second four-year term as Philadelphia's
First District City Councilman. Frank is a lifelong resident of South
Philadelphia. He began his career in public service as a Committeeman in 1965.
In 1972, he began a long stint at Philadelphia Traffic Court, where he served as
Director of the Scofflaw and Enforcement Units, Director of Courts, and Director
of Violations and Cashiers.
After leaving Traffic Court in 1986, Frank became a Budget Analyst for the
Pennsylvania State Senate, where he gained much of the fiscal experience that
would be helpful to him in the future. In 1990, he brought his fiscal skills to
bear as the Deputy Director of Special Investigations for the Philadelphia City
Controller. In this post, he investigated waste and abuse and supervised the
auditing and surveillance functions of the department.
In 1993, Frank returned to Traffic Court as Administrator, where he served with
distinction until his decision to run for the First District City Council seat.
Under his administration, collections of overdue fines from scofflaws improved
dramatically and the Court was run much more efficiently, reducing costs and
increasing revenues. He also proposed legislation to the Commonwealth that would
aid in the impoundment of unregistered and uninsured vehicles from City streets.
Councilman DiCicco serves as Chair of the Streets and Services Committee, Vice
Chair of the Committee on Commerce and Economic Development, and is a member of
the Committees on Rules, Finance, Licenses and Inspections, Labor and Civil
Service, Transportation and Public Utilities, Education, and Fiscal Stability
and Intergovernmental Cooperation. He has sponsored a wide range of legislation
including regulation of the telecommunications industry, various tax reform
measures, and regulation of the carriage horse industry. He has also worked to
encourage economic development in his district and has worked with developers
and communities to realize projects such as the development of Penn's Landing
and the revitalization of the area near the now-defunct Mt. Sinai Hospital in
South Philadelphia. Known as a consensus-builder and as someone who is willing
to shoulder difficult burdens, he has been instrumental in helping to move
Philadelphia City Council forward into the 21st Century.
Frank DiCicco believes that a strong community starts with community
involvement. Towards that end, he founded the Italian Market Civic Association
and co-founded the Citizens Alliance for Better Neighborhoods. He also serves on
many boards including Historic Philadelphia, Inc., the Walnut Street Theatre,
the Reading Terminal Market, the Philadelphia Convention and Visitors Board,
Penn's Landing Corporation, Fund for Philadelphia and Jefferson Square CDC.
Frank has been a Mummer for many years and is presently a member of the board of
the Mummer's Museum. A father of two grown sons, he is proud that his children
have also committed to making their lives in Philadelphia.
