InfoTom Flaherty is a lifelong resident of Pittsburgh's East End. He graduated from Sacred Heart Elementary School and Central Catholic High School. He received his Bachelor of Arts from Duquesne University in 1972 and returned to his alma mater to earn a Law degree (J.D.) in 1996.

Tom Flaherty began his career in public service in 1975 at the age of 24 when he was elected State Representative for the 21st District (comprising parts of Bloomfield, Shadyside, Friendship, Morningside, and Garfield). After two terms in the State House, Tom was elected to City Council in 1979, when council seats were selected city-wide. In 1983, he was elected to the City Controller's position, and has won reelection in 1987, 1991, and 1995. He has been an endorsed Democratic nominee for every office he has held.

The Office of City Controller has been recognized by the Government Finance Officers Association for the past four years, receiving its Certificate of Achievement for Excellence in Financial Reporting. This award means that the Comprehensive Annual Financial Report--the City's fiscal bible, which is prepared by the City Controller's Office--has met every standard of the government accounting profession.

Under Controller Flaherty's leadership, the Office of City Controller has transformed itself into a strong, independent, and professional fiscal monitor of governmental resources and spending. The Controller's Office currently has a half-dozen CPAs and two attorneys among its 65 full-time employees. More than half of the staff are college-educated, with many holding post-graduate degrees.

The bipartisan Pennsylvania City Controllers Association named Tom Flaherty its first "Controller of the Year" in 1987. In addition to the P.C.C.A., Tom is a member of the Government Finance Officers Association, the American Society of Public Administrators, and many other local civic and service organizations.
