So how does the French run-off system work, anyway?

It seems like you have to be in the top two, or get over 15 percent in the 1st round.

Can four people theoretically make the run-off?

Each candidate runs as the head of a list. If no one gets a majority, any candidate that gets 10% in the first round can enter the second round. If a candidate gets at least 5%, they can merge their list with another candidate's in the second round.

At the final round, the list with the most votes gets 25% of the seats in the council right off the bat. Then, the remaining seats are divided among the lists (including the winner's list) that get at least 5%. That's why you will see candidates merging lists.

Therefore, you can have four (or even more than four) candidates in the runoff.
