It wouldn't shock me if there was some strategic double-voting going on between voters wanting Spencer in the top two, voters wanting Jones/Reed, and voters not wanting Jones/Reed. At the risk of being too harsh and cynical, there might be some voters who wanted to get a white candidate into the top two. The southside of St. Louis used more votes than the northside. 44,538 voters cast 69,607 votes here, so 1.56 per voter.
