You can add anyone. Just add a link to the entry so we can remember at the end of the year why he/she was nominated.
There is a preliminary round of voting to get people on the ballot. If someone does not receive two nominations, he/she is struck from the ballot (unlimited nominations). That reduces the chance of someone being added to the race just because someone doesn't like a particular person.
