If it were up to me, I would've had it like this:
Nevada, Georgia, Michigan, New Hampshire/South Carolina
SC/NH really make little sense being the first

If we must truly pick small states that in sum represent different regions and demographics, I would go with Hawaii, Maryland, New Mexico and Oregon. This does leave out the Midwest though, which is a function of Illinois and Ohio being the diverse ones but are arguably "too big" for an early contest if we care about such things.
