Interesting question: Does anyone know how the new districts are implemented? New lines where adopted, and districts 1 and 4 are up this year.

Looks like the map will take affect on January 1st. Creating an odd situation where Maureen Kern will represent a newly created politically competitive 4th district with a significant African American population for the next 2 years.
