Raised in Western Washington, Dick Marquardt was a fuel oil company executive, a State Senator and Director of the State Selective Service System before becoming Insurance Commissioner in 1977. As Commissioner, he has been a strong consumer advocate, initiating pro-consumer regulations and education programs, including a volunteer program to educate senior citizens about insurance; the program has been copied by many other states.
