InfoPhil Bradley served on the South Carolina Public Service Commission representing the 4th Congressional District. While on the Commission, July 1994 to February 2001, Phil has became a nationally respected authority on energy policy and related issues.
Raised in Woodruff, South Carolina, the son of Baptist minister parents, Phil attended Furman University where he received a degree in business administration. Having lived the majority of his life in the 4th District, Phil has seen the changes and transformations of the district and his first commitment is preserving the quality of life while ensuring quality development that leads to quality jobs for the entire District.

Phil’s life has been dedicated to public service. He was first elected to the South Carolina Legislature in 1978 as a Republican at a time when being a Republican wasn’t cool – yet. During his five-term service in the statehouse, Phil was known for his bi-partisan approach to public policy. He consistently reached across the aisle to get quality legislation and policy implemented. He enjoys the respect of policy makers of a variety of political persuasions.

Phil took his duties on the Commission seriously and became something of a policy wonk on energy and related business issues. His experience is a tremendous benefit to the 4th Congressional District, the State of South Carolina, and the nation at a time when energy is of vital importance to the national security and economic prosperity of the United States. Phil’s service on the gas and electric committees of NARUC (National Association of Regulatory Utility Commissioners) has given him a national platform and network to provide substantive and meaningful leadership to the 4th District.

One of Phil’s primary concerns is the need for a national energy policy that will lead our nation to become energy independent. Our dependence on foreign oil has grown beyond the suppliers of the Middle East to other countries as well. We must make free from outside influence on the supply of this important economic resource. New exploration and increased capacity to refine are a must if we are to provide for our economic and military security.
