Because the General Assembly could not agree on a redistricting plan during a 1964 special session following the US Supreme Court's decision of Reynolds v. Sims, the 1964 legislative elections were cancelled (the only elections cancelled in the entire country) and legislators elected in the 1962 elections were carried over to the 1965-1966 sessions.
