If you were a Republican Senator, and wanted to make sure your objections to Cabinet nominees "counted" and got the most attention, would you want to raise a fuss about the Transportation Secretary? Democrats during Trump's confirmations focused on nominees like Rex Tillerson and Betsy DeVos because they felt those objections would resonate. There was a reason they didn't break the glass on Ben Carson or Wilbur Ross, even though they did raise objections.
