The seat's MP since its creation in 1997 has been Labour's Sylvia Hall, but her majority has fallen from 10,337 in 1997 to 4,337 in 2005.

At the election boundary changes see the seat lose parts of Langley to Warley, part of Cradley and Foxcote to Stourbridge, and part of Tividale to West Bromwich West. Belle Vale, Blackheath and Rowley were consolidated fully into this seat. Halesowen and Rowley Regis is situated on the south-western fringes of the West Midlands conurbation. Halesowen is a prosperous town that benefited from a great deal of residential expansion during the 1980s.

While the seat does not have many professional or managerial workers, a very high proportion of residents are employed in skilled manual work. Manufacturing was the traditional staple here, centred on metal works.

There are two NHS trusts within striking distance of the constituency: Sandwell and West Birmingham NHS Trust, which comprises City Hospital in Birmingham, Sandwell General Hospital in West Bromwich and Rowley Regis Community Hospital in Rowley Regis (the only facility inside the constituency itself), and the Dudley Group of Hospitals NHS Trust.
