Special Election to fill the vacancy caused by the death of Del. Fulton.
No majority winner was selected by the Democratic Central Commitee. The Governor appointed Pugh over Rawlings to the seat based on her legislative experience at the City level in Baltimore. He was faced with the selection of one candidate over the other because the Democratic Central Committee vote ended in a tie.
The Honorable Catherine Pugh was appointment by Gov. Ehrlich on 16 June to fill vacancy caused by the death of the Honorable Tony Fulton.
The Democratic Central committee vote on 15 June 2005 ended in a 2-2 tie between Catherine Pugh and Wendell Rawlings. The Governor was left to make a decision between the two candidates.
