Description |
Passage would remove the new "Modified Montana" primary system and replace it with the "Top Two" primary system. Secretary of State Sam Reed and the state legislature supported the Top Two system, but Governor Gary Locke vetoed it in favor of the Modified Montana system to replace the "unconstitutional" blanket primary system.
The Modified Montana system allows voters to choose a partisan ballot at the polls and keep their preference secret, but only be able to vote to nominate members of the party he/she chooses.
The Top Two system would be like the blanket primary in that all candidates of all parties would be placed on the same ballot, with the top two advancing to the general election regardless of party. Under this system, it would be possible to have two Democrats or two Republicans in the general. This differs from the Louisiana system in that the office will be on the general election ballot regardless if 50% is achieved in the primary.
