Also known as A Just Russia and Russia of Justice, Fair Russia was formed by a merger of Motherland, the Party of Life, and the Pensioners' Party. Sergey Mironov, the speaker of the Federation Council, was elected the first party leader. Fair Russia ideologically represents Russia's mainstream left, combining nationalism with socialist economics.

In 2008, the Green Party and Party of Social Justice merged into Fair Russia, meaning that the party is now a union of nine left-wing parties and organizations.
