DescriptionA dramatic switch by Democrats in the final days of the campaign and a low voter turnout Tuesday gave veteran Republican politician William Royer a decisive victory in an election to fill the congressional seat of Leo Ryan, who was slain in Guyana last November. With all 588 precincts tabulated, Royer had 52,494 votes, compared to 37,566 for G.W. "Joe" Holsinger, Ryan's aide. Turnout ran about 37 percent, a factor favoring the GOP in a district with 57 percent Democratic registration. "I had the best record and qualifications," said Royer, noting that many Democrats volunteered to aid in his grass-roots drive. Royer, 58, emphasized fiscal conservatism during his campaign. Holsinger, 57, based bis campaign on the Ryan legacy. After his victory Tuesday night Royer declared, "All Congress has been looking in this (Royer's) direction.
