DescriptionPROVIDENCE, R.I. -- Former state Rep. John J. Loughlin II has announced he will not be running for Congress.

Loughlin, back from a tour of duty in Iraq, was expected to face former State Police Col. Brendan P. Doherty in a Republican primary for the 1st Congressional District, now held by former Providence Mayor David N. Cicilline.

In a statement released early Wednesday morning, Loughlin said he wanted to avoid a "long and divisive primary election."

"I believe it's time to hold David Cicilline accountable not just for the mess he left in Providence, but for the more than $300,000 dollars in taxpayer money we paid him to sit in Washington to deliver nothing for more partisan rhetoric, gridlock, and empty campaign promises," Loughlin wrote.
