| Description | Gov. Joe Kernan, in his first State of the State address Tuesday night, was forceful and focused throughout a 30-minute speech that confronted almost every major issue facing Indiana.
Kernan paid appropriate tribute to his late predecessor, Gov. Frank O'Bannon, in the opening minutes of the speech. An empty chair in the gallery was a poignant reminder of the former governor's absence.
