DescriptionSuperintendent of Public Instruction Tom Horne will take his first step Monday toward a 2010 run to become Arizona's attorney general.

Horne will file papers forming an exploratory committee to raise campaign money and gauge support. It will allow the Republican attorney to remain state schools chief while ramping up his campaign. Longtime GOP insider Alberto Gutier will head Horne's effort.

"Over 100 percent of my energy will still go into doing everything I can to raise academic standards in Arizona's classrooms," said Horne, often mentioned as a possible candidate for governor in 2010.

Now that Gov. Janet Napolitano has been called to work in President-elect Barack Obama's Cabinet, Republican Jan Brewer, Arizona's secretary of state, will become governor. Brewer is likely to run for her own term.

"It would be inappropriate to run against her in the primary," Horne said. "I told her I would do everything to make her a successful governor."
