"A widely quoted, non-partisan political newsletter has downgraded Don Sherwood’s chances of holding on to his Congressional seat in November.

The race between Republican incumbent Sherwood and Democratic challenger Chris Carney is a “toss-up,” according to the latest issue of the Rothenberg Political Report. But the race still tilts toward Sherwood, the Report says, largely because Republicans outnumber Democrats 211,000 to 158,000 in his 10th Congressional District.

In its last analysis of the race in May, the Report said the 10th “leaned” Republican in the upcoming election. The Washington, D.C., newsletter ranks races as either “favoring” one candidate, “leaning” toward a candidate or a “toss-up” tilting in one direction or the other.

The Report adjusted its forecast largely because of Sherwood’s poor showing in the May Republican primary, said political editor Nathan Gonzales. His opponent, unknown newcomer Kathy Scott, polled about 44 percent of the vote, despite spending only $5,000 compared to Sherwood’s $300,000.

“The primary results showed that the congressman has vulnerabilities in his own party,” Gonzales said. “Even over the last few months, it’s unclear that he’s successfully unified everyone in his party behind him.”

Republicans across Pennsylvania are struggling, Gonzales said, but Sherwood has a “unique” problem: The out-of-court settlement the 65-year-old married congressman reached with a former mistress who claimed he repeatedly assaulted her. The details of Sherwood’s 2005 settlement with 30-year-old Cynthia Ore have not been made public.

In Carney, Sherwood faces a conservative Democrat who has been able to raise substantial cash and win support from national Democrats. As of June 30, Carney, a 46-year-old political science professor and Navy Reserve officer, had about $300,000 in campaign cash. Sherwood’s campaign had about $490,000 on hand."
