"The state Republican party on Wednesday accused Gov. Ed Rendell of paying back a political favor when his administration hired Joe Hoeffel four months after the former congressman dropped his challenge to Rendell's running mate.

On Monday, Hoeffel began his $104,431-a-year job heading the state's Office of International Business Development, a job that had been vacant for about 18 months.

"It is hard to believe that Joe Hoeffel was the best candidate the administration could find," Scott Migli, executive director of the state Republican party, said in a statement. "It is hard to believe - period."

In 2004, Hoeffel, a Democrat, passed up his re-election to the U.S. House to mount an unsuccessful challenge to U.S. Sen. Arlen Specter.

In March, Hoeffel announced that he would seek the Democratic nomination for lieutenant governor in the May 16 primary election.

A day later, he dropped out of the race, heeding Rendell's request not to challenge incumbent Lt. Gov. Catherine Baker Knoll out of concern that western Pennsylvania voters would not vote for a ticket with two Philadelphia-area Democrats.

Knoll, a longtime state officeholder, is from the Pittsburgh area."
