Rep. Jim Kolbe’s (R) decision to retire next year has given Democrats new hope that they can steal his moderate, southern Arizona seat from the GOP.

Three candidates are poised to enter the Democratic primary, but national Democrats have their eye on state Sen. Gabrielle Giffords (D), who announced her candidacy on Thursday. Giffords, forced by Arizona law to resign her legislative seat in order to run for Congress, said she wouldn’t have done so if Kolbe hadn’t retired.

“I realized it was a once in two-decade opportunity,” she said. Kolbe “represented this district for over two decades; he was a moderate voice in Washington and one of the best in the country at constituent services. He’s very popular down here.”

Other Democrats considering a run, according to a Democratic official in Arizona: party activist Eva Bacal and Jeff Latas, a former fighter pilot whose son has served in the Iraq war. Bacal was trounced by Kolbe last year.
