" WRTA News first reported yesterday that the man suing to overturn pay raises for government officials is now asking the state Judicial Conduct Board to investigate what role state Supreme Court Chief Justice Ralph Cappy played in bringing about the raises. Political activist Gene Stilp's filing this week accuses Judge Cappy of violating ethics rules that govern state judges by advocating for the raises and holding secret meetings with unnamed members of the state's executive and legislative branches.
