Dan Euser of Dan Euser Waterarchitecture Inc., a consultant to the memorial designers, built the $175,000 mock-up of the World Trade Center memorial in the yard behind his home.

Yet the mayor also refused to explicitly promise to support extending the surcharge, unlike three of his Democratic mayoral rivals who took turns with him in courting the politically liberal Working Families Party for its endorsement.

The candidates appeared before about 200 party members at a union hall just off Union Square on the same day that a new poll showed some tightening in the Democratic contest for New York City mayor.
