Mike Fahey was a fresh face on the Omaha political scene four years ago, moving from longtime political adviser to candidate.
He ran for mayor promising to bring more collegiality, cooperation and respect to city government, improving the climate for getting things done.
Campaign promises, of course, are only one element that the voters should consider. Other elements are the integrity, ingenuity, character, resoluteness and self-possession a manager brings to his office - the package of skills and qualities that comes into play in a crisis.
So, while Fahey can legitimately claim that the climate for getting things done has been enhanced during his first term, he now has the added qualification of having shown what he can do in unforeseen emergencies.
Three months after Fahey took office, the Sept. 11 hijackers diverted the country onto a war footing. Travel was disrupted for weeks. The economy slowed, flattening the city's revenues.
Difficult times called for calm, steady leadership. Fahey's response was to strap down the city's services while keeping the major redevelopment projects on course. This relieved the taxpayers of an ever- higher burden during a time of uncertainty without sacrificing momentum in major areas.
It was a sound response.
