Description | A new state fund designed to help crime victims recover financial losses more quickly has paid thousands of dollars to unexpected recipients -- big businesses including Wal-Mart, Rite Aid and Banknorth.
That wasn't the idea behind the fund when it was started in July. It was supposed to help ordinary people who'd lost money because of a crime and not make them wait months or years for the offender to pay restitution. |
