Description | Only 2 states, ME and NE, use the District Method to choose Presidential Electors (winner of each Congressional district gets 1 electoral vote, winner of the state also gets 2 additonal EV).
A review of all 50 states shows Bush would have expanded his Electoral College majority to 317 if all states used the district method.
41 Democratic Congressman represent districts won by Bush, but only 18 Republican Congressman represent districts carried by Kerry. |
