DescriptionGov. Jim Doyle says fee increases in the Department of Natural Resources will be part of his budget proposal.

The increases won't be used as a substitute for taxes, but instead will fund natural resource programs only, Doyle said. He delivers his budget Feb 8.

Doyle, who is a guest on WISC-TV3's Sunday public affairs show "For the Record" this week, also said he's open to consolidation ideas within the UW System, but that work is best handled by the Board of Regents and not directly through the Legislative process.

A Republican lawmaker has proposed merging the UW two-year campuses with the four-year universities. UW System President Kevin Reilly thinks the state could save $1.5 million a year by merging the UW-Extension System with the two-year colleges.
