Description | "An Assembly panel yesterday debated whether to make New Jersey the second state to outlaw using hand-held cell phones while driving. The Senate voted last year to approve such a ban.
But instead of focusing solely on cell phones as the Senate did, the Assembly Transportation Committee voted 7-0 to release to the full Assembly a bill that would clarify the law and allow police to charge a person with either reckless, careless or unsafe driving if they're doing something to distract themselves while driving.
Those distractions would include using a cell phone, playing with a radio or CD player, grooming, eating, drinking, reading and tending to unsecured pets."
