Description | A good Democratic candidate ought to be competitive in the 4th Congressional District, which embraces suburbs, industrial towns and rural areas as it sprawls from the West Virginia and Ohio borders to points east. As it is, Republican Rep. Melissa Hart rules this roost, which includes northern Allegheny County, all of Beaver and Lawrence counties and parts of Butler, Mercer and Westmoreland counties.
In the April 27 primary, Democratic voters must choose between a repeat candidate who failed miserably the last time against Ms. Hart and a newcomer who has never run for public office. It is not an encouraging choice for those who believe that the incumbent's deep conservatism is out of step with most Pennsylvanians.
