Description |
245-seat upper house of the bicameral Parliament of India, out of which 233 represent States/UTs and the remaining 12 are nominated by the President of India. Members serve 6-year terms.
The Council of States was one of two legislative bodies established in 1919 by the British under the Government of India Act. This Act introduced bicameralism to India for the first time.
A new Constitution was adopted post-independence on November 26, 1949. The Constitution restructured the powers of the two legislative bodies and came into force on January 26, 1950.
The first legislative elections after this new system was established took place in 1952.
The new Constitution fixed the legislative powers of the Rajya Sabha to equal that of the lower house, the Lok Sabha, except in the area of material allocation, where the Lok Sabha has supremacy. The Rajva Sabha, however, cannot be dissolved by the President (the Lok Sabha can be).
