The Governor leads and acts as the representative of the Ústí Region, one of 13 "higher self-governing territorial units" (vyšší územní samosprávné celky) foreseen by Article 99 of the Constitution of the Czech Republic and put into effect on January 1, 2000. The Governor also acts as a functionary of the regional council, which elects the governor from among its ranks to head it, and mandates the Governor to seek its authorization for most actions per Act No. 129/2000 Coll.
