The First Secretary is the chief of the Politburo of the Central Committee of the Communist Party and de facto leader of Cuba. The Party is described in the Cuban Constitution as the "leading force of society and of the state," and the overarching authority, ultimate arbiter and highest decision-making body of the country. Five-year term renewable once.
