Seelye was born in Beirut in 1922, the son of a professor at the American University of Beirut, and great grandson of Julius H. Seelye, famed preacher, writer and fifth president of Amherst College. He graduated from Amherst College in 1944 and enlisted in the U.S. Army for a three year term during World War II. After a career in the US Foreign Service, he served as a ambassador to the middle east under two presidents. He is the father of NPR Reporter Kate Seelye.

Seelye is perhaps best known for the fervently Anti-Zionist, Arabist views espoused his editorial articles, television commentary, and other public appearances. He had been a virulent critic of Israeli militarism, and the US policy that supports it for decades, and upon his retirement from the Foreign Service, Seelye unexpectedly found himself at the center of media attention at a critic of Israel, US Foreign Policy, and the state department.

Though, admired by many for his willingness to openly criticize US Mid-East policy, Seelye has also been criticized for having ties to oil companies and the Saudi Arabian House of Saud, particularly in Steve Emerson's book on the topic The American House of Saud: The Secret Petrodollar Connection.

After the 2001 9/11 Attacks in the US, Seelye again found himself in the spotlight as an expert on middle eastern affairs. At present, he lives in Bethesda, Maryland, and advises think tanks, and policy making groups on Arab affairs. He is a signatory to the Middle East Policy Concil's letter to Pres. Bush, criticizing modern US policy on the Arab-Israeli Conflict.
