Rep. Chuck Surface, a Republican, represents part of Jasper and Newton counties (District 129) in the Missouri House of Representatives.
Significant legislative accomplishments for Rep. Surface include sponsoring cost penalties for DWI offenders that were added to Senate Bill 125 & 341 during the 86th General Assembly and were later signed into law by Governor Ashcroft in Joplin. During that same session, Rep. Surface also sponsored a bill concerning property tax relief for disabled veterans which aided in the passage of Senate Bill 767. In 1995 Rep. Surface was responsible for Missouri's blind citizens ability to obtain handicapped transportation stickers.
In addition to his legislative duties, Rep. Surface has been an insurance agent for the past 25 years. He served in the U.S. Air Force from 1962-66.
Rep. Surface is a member of the Joplin Calvary Baptist Church, Elks Lodge and American Legion. His past community service includes: Missouri Special Olympics Board Chairman; Joplin Jaycees (president); YMCA Football (coach); Joplin Little League (manager); MSSC Alumni Association Board of Directors; Big Brothers Board of Directors; Joplin Boys Club Board of Directors; Governor's Committee on Public Safety; volunteer parole officer for Jasper County; Missouri Jaycees (membership chairman); Joplin Zoning & Planning Commission (member--4 years, chairman--1 year); and Chairman of Review of Legal Department for City of Joplin. He also served as Joplin City Councilman for 2 1/2 years during which time he chaired the committee to select a city attorney and also served as chairman of a committee to resolve the motel tax issue.
Rep. Surface received the Alumni of the Year Award from Missouri Southern State College in 1987 and the Appreciation Award from the Disabled American Veterans for his role in passing veterans legislation.
Rep. Surface received a bachelor of science degree in marketing and management from Missouri Southern State College in 1969 and will receive a master's degree in public administration from the University of Missouri in 1996.
Born Feb. 5, 1944, in Webb City, Rep. Surface currently resides in Joplin with his wife Sherry. They have three children: Jason, Christi and Kim.
