Info | Rob Capehart is widely recognized for his work in such areas as tax reform and government reorganization.
As Secretary of Tax and Revenue under former Governor Cecil H. Underwood, he chaired the Commission on Fair Taxation, which conducted the most comprehensive review of our tax structure in the State�s history. National and international economists and public policy experts have praised Secretary Capehart and the Commission citing their work as �one of the country�s most outstanding state tax reform efforts in recent history.�
Secretary Capehart also chaired the Cabinet Subcommittee on Government Reorganization which offered bold, innovative recommendations that would streamline state government making it more effective, more efficient and more responsive to the citizens of our State.
In addition, Secretary Capehart served as a member of the Governor�s Commission on Educational Quality and Equity providing important insight and analysis regarding the constitutional funding of our schools.
In all, Secretary Capehart has made over 350 speeches and other presentations to local, state, national and international organizations and has authored a number of articles which have appeared in such publications as the West Virginia Law Review, the Journal of State Taxation and the National Tax Journal. He is a frequent guest on both radio and television and offers recurring comments in a number of newspapers throughout the State.
While in state government, Secretary Capehart served as the President of the Southeastern Association of Tax Administrators and was awarded a Toll Fellowship by the Council on State Government recognizing him as one of the nation�s outstanding public officials.
Currently, Secretary Capehart is an Associate Professor and the Director of Tax Studies at Marshall University in Huntington, W. Va. He is also Of Counsel to the statewide law firm of Steptoe and Johnson concentrating in the area of federal, state and local taxation.
At Marshall University, Secretary Capehart became the only professor to receive the Outstanding Teacher Award from the Lewis College of Business during his first year of teaching. Secretary Capehart graduated Magna Cum Laude from West Virginia University in Morgantown, W. Va. in 1975 where he also received his law degree in 1978. In 1991, he received his Masters of Law in Taxation degree from Georgetown University in Washington, D.C.
Secretary Capehart had previously served as an adjunct professor at Wheeling Jesuit University and West Virginia Northern Community College; assistant prosecuting attorney of Marshall County, W. Va.; and Chief Hearing Examiner for the State Tax Department�s Office of Hearings and Appeals.
Originally from Moundsville, Marshall County, Secretary Capehart, his wife, Saun, and their children reside in Wheeling where they are members of Christ United Methodist Church.
