A native San Franciscan,
I graduated from George
Washington High School
and went on to earn
degrees at City College
and Golden Gate University,
finishing with a Ph.D. in
Public Administration.
During my 28 year career with the
San Francisco Police Department I
served as Commanding Officer of Mission Station,Captain of the Finance Division and then as Chief of Police for 3 1/2 years. As the city's top law enforcement official, I helped to reduce crime by nearly 30%.
I have been a professor and an administrator at the University of San Francisco since 1996. In 2001, I was appointed Director of the International Institute of Criminal Justice Leadership at USF.
My wife Cathy, also a San Francisco native, and I have 3 children and make our home in the Sunset District.
