InfoBorn in Dumfries in 1962, David grew up in Wamphray and Lockerbie, where he attended Lockerbie Academy. He studied law at Edinburgh University where he gained an Honours Degree and a Diploma in Legal Practice. He later gained a Masters Degree in Business Administration from Strathclyde University Business School.

David was admitted as a solicitor in Scotland and England and Wales. He worked in private legal practice in Glasgow before joining BT as Group Legal Adviser for Scotland in 1991. Subsequently a member of the Senior Management Team of BT Scotland, David was, until his election to the Scottish Parliament in 1999, the Company's Head of National Affairs.

David lives in Moffat in Dumfriesshire with his wife and three children – Oliver, Eve and Lewis.

David is a well-kent face in local politics in southern Scotland. He was first elected to the Scottish Parliament as a Regional Member for the South of Scotland in 1999. During his first term as a MSP, David was a member of a number of Parliamentary Committees including the European Committee, the Subordinate Legislation Committee and Enterprise and Lifelong Learning Committee.

David stood again in the Scottish Parliament elections held in 2003 as the Scottish Conservative candidate for the Dumfries constituency. Polling the biggest swing to the Scottish Conservatives in any Parliamentary constituency in Scotland, David increased his vote by almost 10% – a result that strongly contributed to his re-election as a Conservative MSP for the South of Scotland. A result which means David currently represents all of the rural communities included within the new Westminster constituency of Dumfriesshire, Clydesdale and Tweeddale in the Scottish Parliament.

David is currently Conservative spokesman on Transport and is a member of the Scottish Parliament's local Government and Transport Committee. He is Convenor of the Cross-Party Group on Textiles, Clothing and Footwear and also a member of the Cross-Party Parliamentary Group on Affordable Housing.

Widely recognised as one of the hardest working members of the Scottish Parliament, David is also the MSP who has secured the most Members' Debates on issues of local concern in the Parliament.
