Info | PHILIP W. NOEL, was born in Providence, Rhode Island, on June 6, 1931. Noel graduated from Brown University with a B.A. in 1954, and received a J.D. from Georgetown University Law School in 1957. He was a member of the U.S. Naval Reserve. From 1967 to 1973, he was mayor of Warwick, Rhode Island. Noel was elected Governor of Rhode Island in 1972 and served from 1973 to 1977. During his tenure, Governor Noel served on the National Governors' Conference Executive Committee (1973-74), and chaired the Democratic Governors' Conference (1975-76).
