Winsley was first appointed to the House in 1974 as a Democrat, and lost a narrow race for a full term later that year. She switched to the Republican Party and served a lengthy tenure in the House and Senate, rising to Senate President Pro Tempore before retiring near the end of her final term. She had a reputation as a maverick liberal Republican, sympathetic to liberal positions on, among others, abortion and the environment while leaning conservative on economic and fiscal issues.
