InfoLee could trace his ancestry back to Continental Army captain and later Virginia Gov. Henry "Light Horse Harry" Lee III, and Gen. Robert E. Lee. He had been a three-term member of the General Assembly from Montgomery County and was active in state Democratic circles. He had been secretary of state from 1969-71 and later lieutenant governor for two terms.

When Gov. Marvin Mandel began having legal problems of his own making, Lee was appointed acting governor for 17 months.
